PENCARRIE COMMUNITY GRANTS

This fund is aimed at supporting small, grassroots, community-embedded organisations in Devon working with children and young people facing challenges. Grants will be largely unrestricted to ensure organisations can use funds where they are most needed. 

Amount Available: £25,500

Grant value: up to £3,000

Number of grants being made: 8.5 maximum

Number of groups being invited to apply: 13

Criteria:

The focus for these grants will be small, grassroots organisations which have a deep understanding of their local communities. All applying organisations should be:   

  • Small, voluntary, and community organisations with an income of less than £50,000  
  • Working in Devon, Plymouth or Torbay   
  • Delivering initiatives that directly benefit local children and young people (0-21 years) 

Decision-making process:

  • Database review to identify organisations that fit the fund criteria, creating a longlist
  • Creation of a randomised shortlist from the longlist
  • Due diligence and organisational checks for shortlisted groups
  • Invitation to apply; we will invite the number of organisations we are able to fund
  • Light-touch assessment focusing on governance and alignment with fund criteria

CLASP

The Communities: Local Action on Suicide Prevention (CLASP) Grants is a Devon County Council initiative, funded through NHSE Third Wave Transformation monies, to deliver a final round of community-focused suicide prevention projects turnover under £50,000.

There will be a specific round of grantmaking with a focus on organisations working with children and young people.

FIRST ROUND

SECOND ROUND

Criteria: Grants will be made to organisations which:

  • are a VCSE organisation (constituted community group, CIC, or charity)
  • have an annual turnover of £500,000 or less
  • are working in partnership with one or more educational settings in Devon
  • demonstrate experience relevant to children and young people’s wellbeing, mental health, or associated protective factors
  • are operating in Devon County Council administered areas.

Decision-making process:

  • Shortlisting of eligible organisations from our database
  • Randomised list for invitation
  • Decision-making external panel

SUPPORTING THE SUPPORTERS

Together with the Sedel-Collings Foundation, we provide grants to promote the wellbeing of staff and volunteers working for community organisations, particularly those on the frontlines supporting people facing serious challenges. In light of increasing social tensions and division, we are allocating a proportion of this funding for organisations involved in racism response and supporting marginalised communities. We will be inviting groups funded in response to the violence in Plymouth last year to apply for these grants, along with other groups supporting affected communities.

Total amount available: £45,000

Criteria: These grants are intended to help organisations protect and enhance the wellbeing of their staff, volunteers, and trustees, especially those working with their community on the frontline. Frontline work refers to roles where individuals directly interact with or support people who are in need, often in challenging or high-pressure situations. Grants of up to £5,000 are available. We trust grantholders to use this funding in a way which works best for their organisation.

We will be inviting applications from groups that are:

  • Supporting refugees and asylum seekers in terms of meeting immediate need and integration into local communities.
  • Supporting Black and racially minoritised groups to feel safe in Devon’s communities.
  • Delivering anti-racism work or work encouraging religious understanding.
  • Led by people who have direct experience of racial abuse or marginalisation.
  • Delivering work to strengthen relationships between Devon’s diverse communities.

Timescale: We plan to invite groups by early November 2025 with the aim of making grants by the end of December 2025.

Decision-making process: 

  • Review of our database to identify organisations that fit the fund criteria
  • Grants will be made to organisations who have not previously been awarded a Supporting the Supporters grant
  • Assessment by DCF assessors
  • Internal panel to ratify decisions.

RECENT FUNDING

Prevention of Violence Against Women and Girls

Funding for these grants has been made available by Plymouth City Council, Royal British Legion and the Sedel-Collings Foundation, to support community organisations tackling violence against women and girls (VAWG), domestic abuse, and sexual violence. This fund is part of Plymouth’s commitment to creating a safer city and recognises that addressing VAWG is everyone’s responsibility, as outlined in the Safer Plymouth VAWG strategy.

FOOD, FUEL AND MORE

This fund is a share of the Household Support Fund, allocated by central government and distributed in partnership with Devon County Council.

Total amount available: £300,000

Grants made: 34

Decision-making process: 

  • Review of data to identify groups working with communities we haven’t managed to reach previously.
  • Balancing of continuity for previously-funded organisations with bringing in new groups. 
  • Expert panel to agree shortlist and ratify final decisions.

MOBILISE

Supported through funding from The Clare Milne Trust and DCF’s own Devonian Grants, this collaboration enables DCF to support community organisations working to alleviate mobility challenges experienced by people living with disability or ill-health across Devon.

RANDAL FOUNDATION FUND

This fund was aimed at organisations delivering projects which tackle the root causes of mental ill-health and provide opportunities for significant, long-term, positive mental health improvements. We were able to make grants of up to £3,000, which will be targeted at small, grassroots groups with an annual turnover under £50,000.

OFFICE OF THE POLICE AND CRIME COMMISSIONER (PCC)

In partnership with the Office of the Police and Crime Commissioner, Grants were available to enable organisations with an income of less than £250,000, to play a role in delivering the PCC priority of preventing and reducing burglary and shoplifting. This encompassed addressing the root causes of burglary/shoplifting, such as anti-social behaviour and substance abuse, as outlined in the Police and Crime Plan

MEN'S MENTAL HEALTH

This fund was a collaborative initiative between Devon County Council and Torbay Council, with additional funding from our partners Sedel-Collings Foundation and Sovereign Network Group. Grants were available for organisations who are seeking to reduce suicide and improve mental health for men across Devon and Torbay through innovative, evidence-informed, community-led initiatives that target known risk factors and build local resilience.
